Testified in writing, in person and/or through the League of California Cities on three Water Plans of the State of California to protect local resources and local control of water.

Was a leader in acquiring local control of intercity passenger rail services from the State of California  as Board Member and Chairman of the Board (2 years) of LOSSAN (the Pacific Surfliner Intercity Passenger Rail Corridor - second largest in the United States)
